Stronger Policy, Stronger Infrastructure

Corrugated steel pipe isn’t just a product. It’s part of something bigger. Strong public policy ensures America builds with materials that are durable, cost-effective, and made right here at home, like American made steel. We here at the NCSPA are committed to advancing legislation that protects domestic steel manufacturing, prioritizes fair and open competition, and secures long-term investments in transportation and water infrastructure.
That’s why we support strong Buy America steel policies that promotes the use of American-made corrugated steel pipe in federally funded infrastructure projects. We believe American steel pipe legislation is essential to protecting U.S. manufacturing and securing resilient public works.
Why Policy Matters

Strong “Buy American” steel policy ensures that the infrastructure projects our communities rely on are built with high-quality, domestically sourced materials. Supporting American steel pipe legislation helps ensure that tax dollars go toward supporting U.S. jobs and resilient construction.
Public infrastructure impacts everything from the roads we drive on to the communities we protect from floods. The steel industry fuels this progress by:
- Creating high-paying, American jobs
- Supporting national security and critical defense supply chains
- Driving innovation in construction and environmental performance
- Providing reliable materials for long-term public projects
Today’s manufacturers face real threats, including:
- Inconsistent federal investment
- Regulatory red tape
- Unfair foreign competition
- Loopholes in procurement and bidding processes
That’s where smart policy comes in. NCSPA fights for solutions that keep American-made corrugated steel at the center of our nation’s infrastructure strategy.
Our Focus Areas
✔ Long-Term Federal Investment
We support legislation that ensures steady, multi-year funding for America’s infrastructure. Key wins for steel include:
- House Committee on Transportation and Infrastructure
- Senate Committee on Environment and Public Works – ATA
- FHWA Final Rule on Buy America Requirements (Jan 2025)
- FHWA Announcement on Domestic Manufacturing
✔ Buy America, Melted in America
NCSPA supports policies that require iron and steel products in federally funded projects to be made and melted in the U.S.
Under the Build America Buy America Act (BABA)—a cornerstone of modern American steel pipe legislation:
- October 1, 2025: Final assembly must occur in the U.S.
- October 1, 2026: At least 55% of component cost must be domestic.
These updates strengthen compliance and transparency under Buy America steel policy.

✔ Open Competition for Public Projects
We advocate for fair bidding processes and material-neutral procurement that gives American steel a level playing field. These priorities are central to our mission of advancing Buy America steel policy and protecting American steel pipe legislation through fair and enforceable infrastructure practices.
